312-8 clutch slipping

While mowing through some taller/heavier grass my mower deck slows down and has difficulty cutting.  I originally thought the belts were slipping, but as it turns out, the pulley on the PTO assy slows down, so it looks like the idler belt is fine.  Is there something inside that PTO clutch pulley that could be slipping or adjusted?  I did adjust the PTO rod last time I mowed as the PTO would occassionally disengage while mowing.

The C-clip on the out side of the short shaft has come out of the slot. It can't be adjusted until that is repaired.

Or the roll pin for the bracket broke, or...

I dont see anything called a short shaft in the parts and service manual, just the "Stub Shaft" that sits on the end of the pulley housing.  That has a snap ring (C clip?).  Is this what you're talking about?  And what bracket are you talking about where I should check for a broken roll pin?

Easier if you just post a pic of yours so we can actually see what's going on to try and help

Or just pull the whole assembly apart and go through it all as you have the diagram. Look for any worn broken or missing parts

Yes if it's out of the groove. The c-clips are are punched out so there is a  sharp side and a more rounded side. The sharp should be to the out side.
