When you push the throttle all the way up, (engine doesn't need to be running) does that bar in the middle hit that little bracket thingy on the right BEFORE the throttle lever is all the way at the top? Yes, more or less. Better way to do it though would be to slightly loosen the bolt... just enough that the bracket will move... Start the engine and increase the throttle while watching the tach, just under 3600 stop pushing the throttle... Which should push the little bracket a bit further 'round. Inside the engine there is a gear thingy that has centrifugal weights on it. The faster it spins, the harder the governor arm (the one on the left) 'wants' to go in the direction of the green arrow. When you push the throttle UP, you are pulling on that governor arm with the spring just below the blue arrow. The governor arm will 'balance' between the speed of the engine pulling it toward the green, and you pulling it toward the blue.
