When you push the throttle all the way up, (engine doesn't need to be running) does that bar in the middle hit that little bracket thingy on the right BEFORE the throttle lever is all the way at the top?

 

In other words, is that bracket thingy stopping the throttle from going all the way up?

Ok.. do you mean loosen that bolt and move the arm I'm pointing to to the right so it allows the piece the springs attached to to move even further to the right?

Yes, more or less.

 

Better way to do it though would be to slightly loosen the bolt... just enough that the bracket will move...

 

Start the engine and increase the throttle while watching the tach, just under 3600 stop pushing the throttle...

 

Which should push the little bracket a bit further 'round.

 

Then lock the bolt down, and recheck that it didn't move while you were tightening it.

A little bit about how the Governor works, FYI, which might help you understand what's going on with this throttle thing.

 

Inside the engine there is a gear thingy that has centrifugal weights on it.  The faster it spins, the harder the governor arm (the one on the left) 'wants' to go in the direction of the green arrow.

 

When you push the throttle UP, you are pulling on that governor arm with the spring just below the blue arrow.

 

The governor arm will 'balance' between the speed of the engine pulling it toward the green, and you pulling it toward the blue.

 

So, the harder you pull on the spring below the blue arrow, the higher the engine speed.

Doing that worked but I also had to loosen the screw on the wire from the throttle and move it up the wire a bit.  Shown with the blue arrow on the right.

Yeah, it's a balancing act between all the parts... just like in biology!
