I'm assuming oil hole

I'm assuming this is a oil spot for  the peddles.   If so I'm gona put a grease gitting there

My experience is there is usually so little clearance there that grease doesn't want to flow in, i use a oil can to put a few drops in them periodically

  I don’t think it’s threaded for a grease zerk. I just put a few drops of oil in every so often.

To small you would have to drill it out and tap it.  Oil works just fine

My Scout Master was a machinist he was fixing up an old worn out mower for a neighbor new axle bushed the wheels. He was drilling a hole in the hub when the fellow ask what was the hole for.

He told him it to let the smoke out, he new they would never oil it.
