Engine running fast

Hi, I have a wheelhorse lawnranger 69-73 (fibre glass body)

It has the recoil start, Tecsumseh 7 or 8? hp engine.

Problem is It's suddenly started running too fast and adjusting the throttle makes no difference. Moving the governer makes no difference either?

I can't see anything obvious and it seems odd that the problem seems to have come from nowhere. 

If anyone can help it would be gratefully appreciated.

Pull the air cleaner off and make sure that the butterfly still opens and closes inside the carburetor. I even had the one completely fall off once making the engine run wide open + all of the time.

Or no plate on the throttle shaft anymore because the screws came out.

I had a similar issue with a Briggs engine. Believe it or not, it was the head gasket...:unsure:

Throttle butterfly is probably off the shaft and wedged into the intake behind the valve.  A secondary issue, if this is the case...that means it ate the screws
