Kohler CH22 S Timing

I have a 522XI Toro Wheelhorse tractor with a Kohler 22 horse command engine. I bought it with the engine not running. The engine turns over fine and has 90 # compression in both cylinders. It has new coils and new plugs. When it fires it comes through the carburetor. I have had the front of the engine off to check the cam crank timing and it is good. Is there any way the flywheel timing can be off. Any ideas?

#6 appears to be the flywheel key which can get sheared off if the flywheel is not torqued to spec. That will disturb the timing.
