I took air filter off to check it and there was oil inside laying on the plate that bolts to the carb. There is a small rubber hose in there that comes from the block. Why is oil there?

Sounds like the crankcase breather. Possibly it can be cleaned?

That hose is coming from the 'breather' located in the valve cover.

 

SOME small amount of oil is NORMAL, but if you've got a bit it probably means that the breather needs removal and cleaning.

 

It could also mean that there's way too much oil in the crankcase.

The oil level is correct. I’ll check the breather thanks
