What tiller parts are missing??

Hello a couple weeks ago I posted my questions and was going to post a pic, but got put in the hospital, so a little late... Im new to the group and new to Wheel Horse. I got this Raider 10 because of the tiller, but got it home and it didnt seem right. The guy told me he thought everything was there, but never used it himself. That should have been a clue huh.. Well if anyone can help me find the parts, Im sure its here! Thanks for looking....
