C-101 Initial Throttle Adjustment Help

I've just cleaned the carb and put in new parts and I have the carb bolted to the engine (Kohler K241AS 10HP).

 

 

I had the throttle cable loose at the point where it meets the engine (small screw) and now I'm not sure how to adjust it and the other points of adjustment.

 

It seems like my throttle post in the carb has maybe 45 degrees of free movement. Lots of things in play here. The cable wire clamp, the threaded rod that connects to the throttle at the carb and the governor spring setup. All of these can be adjusted.

 

I'm about to attempt to get this started for the first time since I've owned it and I just want to get the things adjusted that I can to eliminate a few variables.

 

How do you begin to adjust all of these items? I've looked in the 1978 service manual for B-C-D tractors but the cable adjustment section is not quite clear to me.

The spec for the governor to carb link is in the service manual but doubt it needs changing.
