Governor help

Okay do thanks to all of you guys for the help. I may have found the issue. So I was looking through the manuals and found this (black white pic) so I went to look for that on mine because I'm sure it wasn't there. When I got mower it still had it's battery from 2000, no exhaust or cable from choke lever. So got out side to check if that screw was there and it's not. All it does is increase or decrease rpm. I think I'm missing other stuff. But I'm not sure. I don't know if that's my issue or not. I’m not sure about the Briggs, but it would be advisable to keep updating the same thread for best results with accurate response. :handgestures-thumbupright:
