on a 1995 314 magnum does the motor have to be running to register?

If you have the wiring diagram, you can see if the meter is connected to the run or accessory terminal on the ignition switch directly or through the oil pressure switch (if there is one!).

If the former, meter ticks whenever the ignition is on (running or not).

If the latter, meter ticks only when engine is running (i.e. when there is oil pressure)

On my 417's the hour meter runs when the switch is in the run position, running or not.

The 14's don't have oil pumps, so there won't be a pressure sensor to wire through. So :text-yeahthat:

No if the switch is left on it keeps running.

On my 314, I only put the ignition on(not starting) and the hour meter was ticking, turned it back off and kept ticking for a couple of seconds.

The meters on the tractors I've touched (including one non-working meter I disassembled out of curiosity) had small electric motors. The disassembled one had a flywheel and miniature governor and the motor coasted for at least a few seconds after having the power cut off. It had failed because one of the electrical connections through the back of the housing broke off.
