Onan 14hp backfires

So new to me 244-H with Onan 14hp seems to spits gas droplets out carburetor air intake, backfires, and will only run on full choke.

Any thoughts or ideas?

BTW: carburetor was just fully cleaned.

One of 2 things comes to mind. 

 

Needs to cleaned again. I've had carbs apart 2 or 3 times in the past. 

 

Or. 

Needle and seat/ float is stuck open or not adjusted. 

 

Often only running on full choke would indicate a fuel starvation and the first thing to do is clean carb.

So (this is) after a thorough carburetor cleaning initially. Reinstall. Runs but backfires and spits gas. I sprayed carburetor cleaner in throat while running, bogs down as they do, but no black smoke from exhaust???

So another carburetor soaking is again necessary? 
New gas lines, filter, and shutoff.

I am thinking running too rich?

Is there adjustments? Never had a Onan.

I haven't had an Onan either. 

Should not be fuel pump if gas is exiting carb.
