C160 Throttle and Gov Setting

Good afternoon folks.  Quick question regarding the gov and carb throttle setting on C160 with K341 engine.  I reset the gov using the procedure where I turned the cross shaft counter clockwise and held the carb linkage to wide open throttle and tightened the gov arm.  I have a few questions

 

1.  Should the gov arm have to be perfectly vertical at wide open throttle or does it not really matter?  

2.  When I start the motor it goes way over 3600 RPM's at wide open throttle and if I adjust the throttle stop tab to around 1:00 it will bring max speed down to 3600 RPMs, however there is hardly any tension on the gov spring and the carb is hardly opening.  Is this correct or should the carb open fully at 3600 RPMs?

3.  When I engage the 48" mower deck I lose 500 rpms and the gov spring goes not bring it back to max speed.  Do I need to raise the spring up one hole on the gov arm or raise it up on the throttle bracket or raise it up one hole on both ends of the spring.  Currently the gov spring is on the third hole from the bottom on both sides of the spring.

 

Any help would be greatly appreciated,

Not sure I can answer fully but maybe lead you in the right direction...

 

It doesn't matter if the carb is all the way open at 3600 and in fact shouldn't be wide open. There needs to be more ability to open to maintain RPM. 

 

I have custom settings on my own K341 but I THINK the springs should be in the second hole from bottom on both arms. 

 

I'm not sure if a drop of 500 RPM is normal when engaging a driven implement as we have none.
