P220g - prep for using on another 520H

I have a P220g off a 520H that has sat for a while. I have no idea if there is anything wrong with this engine. I have taken off the flywheel, taken off the exhaust, carb, and intake. I'm down to the valve covers. I've also removed the heads to check the cylinders. 

The engine did have water in both cylinders and was stuck slightly, but I freed it up turning it back and forth by hand and spraying a lot of WD40 into the cylinders. I can turn it freely by hand now. Both pistons are moving as well when turning by hand. Prior to removing the heads, I could feel that it had compression on both cylinders, and I've confirmed both valves are working/not stuck. 

 

My plan is to adjust the valves, clear off as much carbon as possible, install and glue a metal gov ball spacer and hopefully run it on a 520H that needs an engine. 

 

 

What else would you suggest I do to verify that this thing will operate as intended and hopefully I won't waste my time on an engine that is too far gone?

Since you have the heads off and the exhaust and intake out of the way, it would be a good time to clean and lap the valves and adjust them.   Otherwise, don't let the project get out of control like I did recently.   If you disconnect any wires, make sure you label them.   520H's are more complicated than they should be, and some of the WH schematics have misprints.   Have fun.
