314-8 carb gaskets

So I am trying to work on my dad's 314-8, Kholer Magnum 14 engine.. I think it is a 96 model because it has a 50th anniversary decal on the fender pan.

 

I found the IPL for that tractor, and it doesn't list a carb gasket, Google doesn't list a carb gasket, and I think it needs a new carb gasket. It surges cold, stalls at idle, and when I spray carb cleaner I get bubbles from the gasket on the engine side of the spacer plate, which I am told, means the gasket is leaking. That makes no sense to me from a physics standpoint, but I learned a long time ago to not question the guy who told me that.

 

What I can't figure out is, are there a pair of serviceable gaskets that go on either side of the plate, or are the gaskets and plate a serviced assembly?

Those photos do look correct. And that may be the source of my confusion, it looks from the pictures like there are two serviceable gaskets, but that the spacer would come with them already on.
