Onan p216

I have a Onan p216 on a Miller welder. I haven’t used it ina number of years. The carburetor was in bad shape I replaced it. Got it running but the governor seems to be frozen up. It will not move. I haven’t taken it apart yet. Is this unusual for this to happen? Any advise on how to proceed?

Is the welder to run at 1800 or 3600 RPM?

 

If you disconnect from the carburetor, is the arm still frozen in place?

 

Has this engine set outdoors prior to this condition?  I regularly put a few drops of oil on the shaft where is comes out, this bearing retains little oil even if run regularly.

I’m not sure on the rpms. I will have to research. It has been under a shed covered but somewhat open to the elements.. I believe it has a solenoid on one end of the governor linkage. I have pushed on it doesn’t move. I will put some oil on the shaft

It was the solenoid that was frozen up. I took it off and freed it up. I hooked it up to 12v and it seems to work fine. Will reinstall and hopefully good to go.
