B&S 11 horse govenor

My 1981 2500 with the 11 hp B&S on it , I can't get the throttle cable , governor , and carb to operate right . I took the carb off because of flooding over ,cleaned and rebuilt it . When I reinstalled it I realized I hadn't payed close enough attention to how the spring going from the throttle linkage to the governor arm was put together . So when I started it up it went to wide open even when I moved the lever to idle position . quickly shut it off . Now after taking the linkage back apart and making sure the governor was free and not binding and hooking everything back like I thought it went it will start and idle fine but will not throttle up at all . mind you this was a basket case when I got it .lol Any help or proper diagrams of where I went wrong would be greatly appreciated as this has my tiller on it and really like to get it going . thanks

Sometimes the owner operator manual has some good info.

Just so you understand governor operation

The throttle cable tries to increase engine rpm by increasing tension on a spring between the throttle and the governor.

The governor tries to slow the engine back down. The higher it revs the more pressure it develops.

It is the balance of these two forces that give the desired rpm.

Ok I think I have the spring all in the correct holes and when I increase the throttle leaver it pulls on the governor arm pretty good but doesn't  move the carburetor throttle at all . With the throttle in fast position and pressure on the carb linkage I can manually move the carb linkage and it will rev up and the governor arm moves with it ok . So now my question is Can you or some one tell me if the governor arm and governor shaft coming out of the motor be out of adjustment and how to set it properly . I have watched a couple you tube videos but am not sure on it .                            Thanks , Rick
