Before I mess something up or break something on this 12 horsepower motor I am trying to rebuild can anybody tell me the easiest way to get pulleys off the crankshaft apart it doesn't seem to want to come apart after I took the bolt out and the set screws loose

Your clutch has internal threads that will allow you to run a bolt into them and push the clutch off the crankshaft. I have seen then have 3/4" or 1" threads on ones I've removed. I understand some have 5/8" threads. ACE Hardware can fix you up with the bolt you need.

Do not use a puller on it!

Fully remove the bolt and washer hanging out.  from the looks of your clutch I would guess you need a 5/8" NC Bolt about 4 inches long.  Screw it into the hole the small bolt came out of.  It will push the clutch off. DO NOT use a puller.  if 5/8 seems to flop around take a picture for us you may need 7/8 ir 1" NC

As stated by pfrederi, use a 5/8 dia bolt...4 or 5 inch long.  Here are a few pics that may help
