Cross-drill the spindle with a 1/8" drill bit and install a cotter (split) pin in place of the snap ring. Make sure you have at least one washer between the pin and the wheel bearing so it doesn't eventually wear through the pin.

If you can remove the spindle from the axle and drill the hole with a drill press it will be easier and more accurate. Try to line it up so the back side of the hole is on the inside edge of the old snap ring groove.

The only other option is to drill straight in to the center of the end of the spindle and tap it for a bolt. (3/8" is what was used on a lot of WH models) Install the appropriate amount of 3/4" shims, (to keep the wheel from sliding sideways on the spindle) a normal 3/8" flat washer, and a bolt.
