CountryRock 199 #1 Posted August 18, 2019 I have a surging issue on the 416H I'm working on. Last week I shut it down fairly fast from high rpm and when I restarted it later on it began surging. Could this be a governor issue? I plan to change out all the fuel lines and fuel filter and I dumped some seafoam in the gas tank too. Share this post Link to post Share on other sites
