New to me C-160 mystery spring

new to me, PO did everything he could, but could not get it to start. traded in to cub dealer, or was going to scrap it.

Fixed it with a $11 battery cable. Anyhow, cleaning it all up, there is a broken spring by right pedal.

none of my other tractors seem to have this spring, what is it for? 

Also, I blew it out with shop air behind the flywheel, is that good enough, or should I pull the flywheel to clean?

Thanks for any help/advice.

Me thinks that spring is from the Idler Pulley Assembly for a rear Tiller.... it maintains belt tension.  Take it off.

If you suspect that a critter is nesting behind the flywheel, it's a good idea to take it off. Otherwise what you did is fine.

No critters, just general debris. I suspect the tins haven't been off before. Overall seems to be in good shape. Will remove spring
