Throttle creeping

Greetings. I'm new here, first post. 

So, I got married last year and inherited a late '80's - early '90's Wheel Horse 312-8. Just went over it changed oil, gear lube, spark plug, coil wire, fuel line, added a fuel filer, fuel shut off valve (which still leaks when closed...), air filter. I've got it running great but I can not keep it at full throttle while mowing. the lever slowly travels down to about half throttle while mowing.I thought it was the hood pushing it down, but I ruled that out today. I've remedied this with a bungee cord to hold it all the way when I'm mowing but I would like to figure out how to fix this. Anyone here ever have this issue?

Most of the newer models do/did this mine included...remove battery and using visegrip pliers keep applying increased pressure on the rivet/fulcrum point of the throttle lever as the rivet looses it's grip over time , has worked for me for several years now, if that doesn't work you'll have to remove throttle and drill out said rivet and replace with a bolt with a couple flat washers and a lock nut. Or new throttle assembly.
