bought it sight unseen sat for 5yrs 400hrs.on it.had it shipped.started it up & with lots of smoke.e mailed the guy,he said he did a seafoam treatment on it.told ne to drain the oil & gas put 15/40 oil in.it still smokes pretty bad.upon shutting off sounds noisy.is it toast?

Four hundred hrs is early for a lot of smoke.I would do a compression check.Sitting for 5years could mean stuck rings.

what do you think about the noise on the bottom end when you turn it off.

Could be the rods.No insert on the bottom end.The Onan had a low oil shutoff but some one might never changed the oil or used the wrong grade.There are lots of the machines with many more hours and no bad noises.I have a 416h with close to 800hrs and only a whiff of smoke at start up which I think is from choking.I still think 400 hours is not  a ton of hours.

Sounds like rings.A compression check will give you some context.I bought a 310-8 that smoked worse than any engine I ever saw.I pulled the head and she was worn out.Not worth fixing so I got a cheap parts tractor.Sometimes that is how it goes

rislone engine treatment will free up rings, another thing  that 15-40 oil is taking too long to heat up and do its job , that is probably enhancing the smoke. i would use rotella  30 wt  or a 5-30 conventional oil for lubrication. i would also run this in easily , let it heat up , engage the pto to work that end bearing. remember you are trying to recover this engine, with 400 hrs on it , that should be a doable thing . i recently recovered a questionable engine, seafoam gas , total warm up idle and run time , couple of oil changes . regularly drove it on a near by cul de sac , each time i took it out , it met another goal. it took total hrs time to get it back , starts instantly and runs solid . only my experience, good luck , pete
