The manual states that the tension on the turnbuckle is set so the flat washer in front of the trunnion just turns freely. I've found that if the rod is set so that the flat washer turns freely, in front of the trunnion, then the rod is too long and the brake cannot function properly. I adjusted the turnbuckle so that the rod is as short as possible and the clutch arm is against block.

A small space between the clutch arm and the block and the brake fails.

The 10 thousands gap between the pad and pulley is dead on with the clutch engaged.

I installed my last fresh brake pad and now have a brake set in this fashion.

(The clutch arm is set toward's the block as close as possible when disengaged)

If the PTO should engage and not properly turn the implement, the facing's are due for replacement.

(Sometimes  the tension is set "too tight" to turn the implement due to the worn clutch facings)
