If I adjust the bakes so that it rolls, it doesn't stop.

If I tighten them just a little, they bind.

What's up with that?

A typical disc brake that requires maintenance. Grass clippings and corrosion will bung them up. Best to remove and clean all the parts. Reassemble with grease on the moving parts. Page 64 paragraph 12 is all I have ever seen on them. Be real careful removing the bolts into the aluminum case. They may be seized and require days of a good penetrating oil application. Taping the heads of the bolts with a hammer to jar them may help the oil move. Reassemble with Never-seize on the threads.

Your transmission should be model 920-010.
