18 Auto Clutch & PTO Brake

Hello,

     I have been replacing the bearings and basically rebuilding the clutch. I find in the manual the sequence of installing the cup washers is first one facing up like a saucer, second one down, third one same as the first and the forth facing upwards as well, then the flat washer. I can't see the reasoning on the forth cup washer being same as the third? Why not place the third in the same sequence as one and two then place the flat washer on? I did follow the manual and the clutch does disengage fine, however, the brake does not! The brake is set at .12 between the pad and the edge of the pulley, while the pto is  engaged, when in motion and I disengage the pto lever, I can see the brake pad swing slightly upwards, but not enough to stop the the rotation off the pulley. I believe once the tiller is on and running the pto will stop when disengaged. Before the rebuild utilizing the old bearings and all, the brake did stop the pulley without a load. Now my brake pad is worn and the new bearings do have more resistance. I do have another brake to install but thinking maybe wait until I run the pto under load let the bearings break in, then change the brake out? This whole set up is very tricky and it was a bear to get working before, now it's time to start all over again.:think:
