Brake pad on PTO. Purchased a replacement and the rivets are not counter sunk into the brake pad, but are about level with the surface. I expected them to be countersunk like they used to be on auto brake pads? Any thoughts on this?

The rivets should be below the surface. With that said,if they are not ,I wouldn't be to concerned. They are brass and and will do very little damage to the pulley on contact. It is important that the pulley stops for safety reasons and once stopped there will be no harm in the rivets contacting the pulley surface.Others may disagree but I have many brake pads that show rivet contact.JMHO
