This is done with the engine not running.

Move the carb throttle shaft from idle position to wide open throttle.

Note which direction the governor shaft turns when you move the throttle shaft from idle to WOT. Clockwise or counter-clockwise.

Loosen the clamp on the governor arm enough that it will pivot on the governor shaft.

Hold the carb throttle shaft in the wide open position using your third hand or elastic band.

Turn the governor shaft in the direction you all ready determined (Clockwise or counter-clockwise) as far as it will go without forcing it.

Tighten the clamp on the governor arm enough that it won't slip under load.

Done.

A governor tries to slow the engine down.

The throttle cable pulls on a spring connected to the governor arm and tries to speed the engine up.

The force developed in the governor by engine rpm will match the force exerted by the throttle cable and that is the engine speed you end up with.
