That washer holds that gear up a fraction so it does not ride on or interfere with the metal that holds the bearing for the cluster gear shaft.  You can probably find something that will do this at TSC or maybe ACE.  I think I saw some of these in those drawer boxes they have when I was there the other day.  You will have to look hard for them or ask someone, but they do have the right things.  If there was one in there, it is a good idea to put one back in there.  If you are just going to ride this horse around at shows, you may get by without it...you will have to be the judge and see if this is the case.  The washer looks like this and is either 1/64" or 1/32" thick.  You don't want too much thickness as you will pinch the mushroom gear when you put the left side case on.  :)

In this picture, the washer goes in first and holds up the bearing race and the center part of the bearing is free to turn.  You want a washer that fits the shaft of the mushroom gear (ID), but the OD does not fit past the inner part of the bearing.  This would allow the same movement of the bearing, but from the other side.  Either one of these examples accomplishes the same thing, but from the other side of the bearing.  I hope this makes since.  :)
