I don't know for sure and I was hoping for some help. If they were home made then the fabricator was perfect. The fenders are perfect and exact both sides. The design is nothing like any other wh design and I can't imagine wh would make 2 piece welded fenders when they had the capability to easily stamp out a set. Too much work involved. I just threw the front and rear wheels on to mock it up, it will be back down to bare frame for complete paint work. Just wanted to get a quick look at it without the fenders and mower deck.
