Is it hard to adjust it want s to kill when you take off i n 2 or 3rd gear

A lean fuel mixture will cause an engine to stumble on acceleration. Try to richen the mixture screws just a little one at a time.

Its got a new carburetor on it should I  go ccw to richen it

Yes.

 

The initial settings should make it run only. You have to fine tune it from there because every engine is different even if they are thought to be the same.

Set the idle speed for the maximum rpm by ear. Sometimes it is hard to tell so go both ways till is starts to slow down and end up half way between those two spots. Then do the high speed the same way. Do the idle speed again to see if the high speed adjustment changed it and then the high speed again. The low speed circuit can influence the high speed and vice-versa. This alone may take care of the stumble you had.
