953 nut 60,241 #4 Posted January 6, 2016 Could be caused by a few things. It could be as simple as a plugged fuel filter or loose carb. mounting bolts or bad spark plugs. Have you cleaned and rebuilt the carburetor? Some gains can be made on dirty fuel systems by adding some "SeaFoam Gas Treatment and spraying SeaFoam Carburetor Cleaner into the air inlet while the engine is running at mid throttle. Another consideration might be to readjust the high speed needle on the carb. Let us know what you have tried and what the results were.

953 nut 60,241 #6 Posted January 6, 2016 If you have a good strong spark and know that you have good fuel flow to the carb. then you may want to remove the head and remove any carbon accumulation and make sure there isn't some carbon preventing the valves from closing completely. Hope this helps.

Hope this helps. Dick is right on. Make sure you have good spark at the plug. I know you tried a new carb, but are you sure you have a good fuel supply to the carb? Pull the line off at the carb and see if you have a strong supply when you crank the engine. Make sure you pump into a container. If it runs better when you squirt fuel directly into the carb, it indicates you still have a fuel delivery problem. Possibilities are clogged tank cap vent hole, clogged screen in tank, dirty fuel filter, soft restricted fuel lines, bad fuel pump, air leaking in at carb mounting flange or around throttle shaft. I agree with Dick, You must have good spark and a good fuel supply. If so, then look for a compression problem ie valves not functioning properly. I would Check clearances first then pull the head and check seating.
