my c160 idles too high .the idle speed stop  screw the one on the butterfly is turned in all the waylike it isn't even making contact with the adjustment screw . ive tried moving the throttle clamp screw and this does make the idle come down but the screw on the butterfly still does not make contact.last summer I put in new points plugs condenser and I put in a new bushing on the throttle shaft,

Did you get the throttle plate back in the exact correct position ?

If it is even slightly offset it may be causing the throttle to hang up and not close properly.

not sure but that seems very likely it started doing this rite after I put in the throttle shaft bushing ,I thought if you put in the 2 screws for the throttle plate and tighten them you should be good .is there a little play there?

What I have done is back the idle screw out so it does not make contact any more then loosen the throttle plate screws and retighten them making sure the throttle will fully close without binding.

If the butterfly is now closing all the way, adjust the governor. Adjusting the carb might help too since it was sucking more air before the throttle bushing was done.

I was  thinking the same but I really haven't ever messed with govoners .little hessinit.I'll mess it up.

The throttle stop screw still is not even touching the butterfly thing I've tried adjusting the carburetor low idle screw with not much difference?

When referring to the "butterfly", it is the round flat piece inside the carb attached to the shaft. It needs to be centered and should freely open and close ALL the way. If it doesn't, that will need to be addressed before any other adjustments can be made.

It's a very simple process to adjust a Kohler K series governor.

Best to download a manual which will also guide you through the carb as well. You can get it here and section 6 will help you out.
