11hp briggs problem

Ok guys I need your help , the GT 1142 I have I just rebuilt the carb and now it has a problem with the rpm are to high under no load , as soon as I turn the mower deck on it runs where it should , everything is hooked up right on the governor , just no sure why its revving so high , what  am I doing wrong ?

Do you have the throttle cable clamped in the same place?  You might try to slide that a little toward the carb and re-clamp.  I assume that since it is running smooth, your idles screw are adjusted correctly.  Check the throttle cable, and then the other option is to readjust the idle screw.  :)

I will check the cable tomorrow but I didn't unhook it , that's all part of the governor , the motor is running great so I think I have all the mixture screws set right ,

It's not part of the governor, it attaches under a clamp in that area.  Moving it in toward the carb will lower how far you can pull the throttle, thus lowering the RPM"s  :)

Its part of the bracket that holds the choke arm , I did move it so it doesn't pull the throttle so far and with no load it made it better but as soon as I start the mower deck the rpm's are way to low so I moved it back to pull the throttle more to make it run the correct rpm when the mower deck is running but then I am back to the rpm's are to high with no load , the motor is running great so I know I did the rebuild on the carb correct , not really sure what to do with it now , I will look at the manual again and try again later this week

Maybe there is nothing wrong...just don't open it all the way up with no load.  :)  Sorry, if it is running good...then it is running good.  I don't know what else to say here.

The problem may be the governor adjustment. Theoretically it should be reset whenever the carb has been removed because it may not go back on in the exact same location. Easy to do if you have three hands and it is done with the engine not running.

 

Move the throttle shaft from the idle position to the wide open throttle (WOT) position. As you do this watch the governor shaft and note which direction it turns when you go from idle to WOT and mark that down.

Loosen the bolt in the governor arm that clamps the arm to the shaft. Now you should be able to turn the governor shaft inside the arm using a screw driver and light pressure. Turn it back and forth until it comes to a stop. Now turn it in the direction you marked down until it comes to the stop with light pressure and hold it there. Now move the throttle shaft to the WOT position and hold it there. Tighten the clamping bolt in the governor arm enough that it won't slip on the governor shaft under load.

 

The throttle increases rpm by exerting spring pressure on the governor arm.

The governor tries to reduce engine rpm by opposing the spring pressure.

The balance of these two forces is the engine rpm you end up with.

 

This adjustment does not control the maximum engine rpm. That is done by limiting how far the throttle cable pulls the governor spring.
