Carb problems ??

Got my rebuilt kohler 301 back on the tractor, cranked right up and runs smooth and quiet, however, I have a problem that I can't seem to solve. It runs great at idle but when I move the throttle a very slight bit, it wants to run wide open. I have adjusted linkage but it seems to be an internal (carb) problem. Moving the throttle at the carb has the same affect as pulling the throttle knob, the slightest movement sends it to full speed. Anybody ever experienced this?  Any advice? Thanks

That was my thought also, but don't know how to set it. Is there a manual or something that explains "how to"? Thanks

The Kohler Service Manual (available for free download here) has the explanation of how to properly adjust the governor.
