My brother has been using the following on his 53 Ford Project. It works great so I thought I would pass it along.

Skyco
Ospho

made by the Skybryte Company
stops rust and prepared rusted surfaces for painting
In the Richmond Virginia area it can be purchase from Virginia Paint Company Industrial Division
It is kinda of pricey ,  I think he paid $50.00 plus tax for a gallon . It can be applied by a brush or a spray bottle.

that looks like the stuff, I am very impressed on how go it works. At $50.00 a gallon it is hard to get any free samples  from the brother.

Ospho is a "metal prep" that is phosphoric acid based.  Good idea to use a metal prep before priming!

Though MANY other brands as well.  Most every paint manufacture will have one or more.

Home Depot sells their brand of phosphoric acid prep under the Klean Strip name, around $14/gallon last month.

I have always sanded off the black residue left by the Ospho and then used a self-etching primer. Have done this on lots of street rods with great success.
