If the valves were checked sounds like cam timing could be off.I just did one and spent a lot of time getting the timing marks lined up.

:WRS: Welcome Rick. A little more info would be helpful. Was the engine running prior to doing the rings? Did you only replace rings or did you hone the cylinder as well? In other words, did you have the crankshaft and cam out? As mentioned above it could be timing. However, if not, I would make sure that you are getting fuel. Is the spark plug wet with gas when you take it out? Have you tried spraying starting fluid into the throat of the carburetor.

Hopefully with a little more info, we can get you running again. 

Also, when reinstalling the piston/connecting rod, did you make sure that the oil hole was facing the camshaft. That would not cause it not to run, but once it does, it won't run long if the connecting rod is backward.
