1998 Model 265 Hydro Transmission question

Picking up a project tractor with deck and blower - 566 hours.  Unsure of history of it, but owner just received it last year from his place of employment.  Says that when driving it around (runs great) the hydro sort of kicks in and out - surges, etc.  

 

I didn't look very close at it, will be picking it up Wed.  He started it up cold today and it drove normal for his 10 foot back/forth demo he gave me.  

 

Any ideas?  I'm wondering if the fluid was never touched.......

My first thought is maybe the drive belt /tensioner needs to be replaced? Stretches and slips when warmed up... :scratchead:

 

Thats a quick and easy check anyway.

The mower is at my house now.  I drove it around - first off, how does anyone get used to that foot pedal when you are used to the lever in the middle of the frame.... SHEESH!

 

Second - is this system "sealed" so the only adjusting could be done would be on a belt tensioner? 

 

It seems like it's something minor.  You can go full bore and it doesn't skip a beat, it's when you're first starting sometimes, give a little, it hesitates, then rockets you.  I think I pulled something in my back....
