I agree it's a 1960 based on the throttle/choke controls. The decals are 1961 but it's pretty clear they are replacements. Nice tractor. :)

We were typing at the same time. The easiest way to tell is the throttle/choke controls. Take a look at the gallery on here and you will see it real quick. :)

Thanks. I pulled the cord and turns over. The metal looks salvageable. Not sure what to offer him. $100$ ..?

I think anybody here would jump all over it for $100. If it's just scrap metal to the current owner he might take that offer.

Looks like the belt guard is there too. One of the more valuable pieces that fetches a good buck in good condition.

:WRS:  I think offering him $100 is fair. Seeing how it has a briggs and Stratton on it I wouldn't pay more than $150 for it. I say $100 is a good offer for it. That's just my opinion.

Interesting,

The only way to get that for $100 is if the seller has no internet access and no clue of what he has.

Start at $100 but be prepared to go up from there, it's worth more than $150

400 came with a pull start 4hp kohler and the 550 came with a Lauson 5.5hp electric start engine

Before I knew what they looked like, I paid $90 for an original set of throttle/choke levers for a 400. After receiving them I wanted to kick MYSELF in the nuts because they are fairly simple to repop. But, there are a bunch of people who prefer original parts and those controls don't come up for sale very often.

Just find a Kohler K91 and a suburban gas tank and you have a really nice 400

$100 was cheap, hood looks good from here and that is $100 by it's self, I have a few gas tanks if you need one, send me a PM
