1988 520-h Throttle Cable won't stay all the way up

I have a 1988 520-H that seems to have a problems with the throttle cable.  Once I start it and move the throttle all the way up, it just falls back to half throttle.  Do I just need a new cable or is there something I can do to fix this one.

You get one post and this is a bad site all of a sudden? No need for another cable. Simply crimp the rivot holding the lever down tight with plyers and see if that works. If not, drill head of the rivot off and replace with a bolt and nylon lock nut. Tighten it to your desired friction.

My 88 520H is doing the same thing,  I replaced the throttle cable assembly with a new one from Toro.  All went well for about 8 months.  Now the throttle is slipping again.  The governor is just too strong for it.  Come spring, I'll drill out the throttle lever pivot and replace it with a bolt and ny-lock nut and see how that goes.
