I have finally figured out what to do with my free ex-pulling tractor, it's probably not what a lot of you guys would want to see but it's better than the scrap pile. Since none of the mechanical on it was good I've pulled most of it off and I'm going to restore the chassis and sheet metal to make and cool seat/shelve for the shop. But first thing I need to know is what is the best way to go about getting the steering wheel and column out of the dash to remove the dash? That's a roll pin in the steering wheel . Better start soaking the pin and shaft. Set screw on the lower collar

Ok. I should be able to drive out the roll pin and pull the dash piece up and off correct?

Yes. And from the sound of your project, you can just cut the shaft below the steering wheel. That's what I'd do.

Yes. If the steering wheel comes off easily then you can take the dash off to get the column out. Good luck, sometimes those roll pins are difficult. might be a good idea to soak it with a good penetrating solution for a few days before you try to drive it out.
