I assume you mean "Set" as disengaged with the release pulled up, and not simply the brake pedal pushed... I would say it should NOT be turning, but I know mine does on the Bronco. It doesn't grip well enough while disengaged to move the tractor, but it does turn. My parking brake does not engage when I disengage the tranny (It's the older style brake, and is worn completely out). There are a couple reasons that mine does it- The belt is brand new, and both the engine and tranny pulleys have relatively fresh paint on them. Even though the belt is the correct "fabric covered" type, the paint on the pulleys does quite a bit to provide better traction than a semi-polished pulley surface would, so the belt doesn't slip as it should. Also, the lower slot/ pin in the idler mechanism is worn to such an extent that I have to use a shorter spring on it. That's to provide enough tension for the belt not to slip when the tranny is under a load. I plan to find or fab another one, but it's like many of my projects- Plenty of intentions, buck a lack of spare time lately. I will tell you this David: You MUST be careful not to move the motion control lever if the parking brake is engaged. If you do, you can cause some significant damage to not only the transaxle, but the resulting metal fragments will destroy your hydro pump/ motor in short order.
