520H - Hydro level does not stay where you put it

When I put the hydro lever in forward (all the way) it slowly creeps back until you're almost not moving at all. I end up driving with one hand and holding the hydro forward with the other. I can see under the seat that there is a nut with a washer on it that I SHOULD be able to tighten that I think would solve the problem. That said, I tried turning the nut and it felt like it was as tight as it would go. I put some penetrating oil on it, but have not tried it since. Is that the right fastener to tighten to solve my problem?

There should be a wave washer under that nut. It's made of spring steel and holds tension on the cam plate so the lever stays where you put it. 1/4 turn goes a long way if the washer is in good shape.
