What is this called?

A buddy needs the part I have circled in red and for the life of me I have no idea what its called. And can it be bought separately? I don't see any parts places offering it by itself. It has to have the clip so that the socket can be removed from the ball, not the fixed type.

I would call it a throttle rod and you might find one at the show. One guy usually has a pile of carbs. You may need to buy a whole carb but if it's needed so what.

Close, but it cant be the integrated type. His carb has the ball attached and its non-removable.

Found one in a K341 parts manual Group 17 and all the parts are separate

It can be removed with a small grinder or a file if you only find the integrated type.

Yep, couple minutes with a Dremel and its off - I've done a couple like that.
