starter issue on a 5.5 hp tecumseh

this is on a 5.5 tecumseh from my 551.

starter has had new brushes and springs installed.

won't engage the bendix and seems slow spinning.

do the brushes need to break in?.

everything seems to turn freely.

what do i need to look for or change?.

Off the top of my head I'd say the end bushings

got it fixed. one of the new springs was broke.
