If that's the case, you will need the 6" front wheels with the 15" tall tires & the matching longer front spindles. (they keep the tractor level when using the shorter tires) By "adjusting rod", I think you are describing the Dial A Height knob that limits the downward travel of the lift lever. Note: Wheel Horse mower decks are designed to rest completely on the ground with the cutting height controlled by the lever on the deck.
