Tiller required RPMs?

Does any one know what RPMs are required to run a tiller?  I have a 417A, I think might be a little doggy.  It currently has the Linamr/Onan p218 engine in it. 

1. how do I check my RPMs?

2.  How would I adjust it?

3. Could that be the reason my tiller does not dig?

I have a312-8 with a tiller and use it at full throttle. To the best of my knowledge and the old man that got me hooked on the horses you ran the motors at full throttle and used the gears for speed controll. Just a guess but I think 3600 is what they run at.
