p220 on a 520HC Nikki 6100 146 414 Carburator Question

Based on what you folks said, I am in the process of cleaning the carb to see if this helps with the governor cycling.  I have a question about my carb, it appears to have an open "port"  above the idle jet.  Should this have a plug over it, or is it to be open to atmosphere?  Please see the attached pic.  Thanks

Looks like there is a welch plug missing over the hole above the plastic limiter cap.

Did you get this fixed and did it cure the surging

Thanks to you fine folks, the cleaning the carb did the trick, it now runs like a champ.  The deck is scalping on the right side so now I have to figure out why that is happening and how to adjust it.  I made sure that it was clean underneath last night, but its still doing it, right side only.  Putting a level on the deck, it doesn't seem to far out of level, but maybe it just takes a tiny bit of tilt to cause scalping.  Thanks to all
