87 Rear Engine Rider 8 hp Carb Problem

The carb was a rusty mess so I rebuilt it and it runs but I can't get the engine to idle.  It runs away uncontrollably.  The throttle doesn't rest on the idle screw and the choke doesn't open on it's own.

Briggs & Stratton 8 hp Electric Start:  Model 193707  Type 0146-01 old style 1-piece carb

 

I think there is a linkage or govenor issue.  Desperately looking for guidance or possibly a B&S repair manaul.
