Anyone know why my voltmeter reads 13 volts when the key is off and not running and would peg when you start?

the gauge has an internal mechanical defect

 

you may be able to recover use of the gauge by removing it from the tractor and tapping it on a countertop; this action may knock off corrosion hampering the movement of the pointer

Good call that.

 

Also, it can easily be verified by putting an external voltmeter across the tractor meter input and seeing the actual voltage getting to the meter.  The external meter and the one on the tractor should be roughly the same.  If not, then the tractor meter is bad. 

 

At least aftermarket meters are cheap enough.  I believe that sun-pro makes a good cheap replacement that will probably fit.  Just my 2c worth.
